"You MUST Re-roll 1's" is not equal to "you MAY re-roll the pool" , the entire option of choice is taken from you by the word "MUST".
as it is combining two effects where one is dictated upon you and one is a choice.
If you say "But the 1's ARE re-rolled" ..I would say "no, the POOL was".
Let me try to express it this way:
"A man is given the challenge, that if he chooses to go to prison for 6 years, he will receive the benefit of free food for the rest of his life.
the same man then commits a crime that gives him a sentence of 6 years, which then is forced upon him. "
If you put out the challenge, would you say that the man had fulfilled the challenge after 6 years?
I would say no, you pay 6 years for your crime, and 6 years for the challenge, or no food.
While nothing prevents the man from staying 6 additional years, warhammer prevents you from re-rolling re-rolls.
For Tetto's ability to work either the available loremaster re-roll should say "you MUST re-roll your casting attempt" to take the choice out of your hands (which would be nonsense) or Tettos ability should say "you MAY re-roll ones" and offer you choice.
