Re-rolling from Tettos special rule and the loremaster reroll doesn't collide since they both happen at the same time in the magic phase. If things happen at the same time, the player whose turn it is chooses which effect should happen first.
And rerolled dice can't be rerolled, no matter what.
If you reroll using the loremaster ability, you can't use the reroll 1 or 6 rule. But if you don't use loremaster you have to reroll 1 or 6.

as it is combining two effects where one is dictated upon you and one is a choice.
If you say "But the 1's ARE re-rolled" ..I would say "no, the POOL was".
Let me try to express it this way:
"A man is given the challenge, that if he chooses to go to prison for 6 years, he will receive the benefit of free food for the rest of his life.
the same man then commits a crime that gives him a sentence of 6 years, which then is forced upon him. "
If you put out the challenge, would you say that the man had fulfilled the challenge after 6 years?
I would say no, you pay 6 years for your crime, and 6 years for the challenge, or no food.
While nothing prevents the man from staying 6 additional years, warhammer prevents you from re-rolling re-rolls.
For Tetto's ability to work either the available loremaster re-roll should say "you MUST re-roll your casting attempt" to take the choice out of your hands (which would be nonsense) or Tettos ability should say "you MAY re-roll ones" and offer you choice.
Makes sense? forgive me if not, its not always easy to express my way of thinking.

You MUST re-roll 1s, that is definitely the rule for Tetto.
If you choose to re-roll all the casting dice, this includes re-rolling the 1s, so you are good.
If you choose to not re-roll the casting dice, then you still MUST re-roll the 1s.

I think I understand how you mean, but I don't think there's any rule to support it.
In my reasoning there is a few rules involved, but the two of importance is the reroll-rule that says something like
"you can never reroll a rerolled dice."
and the "sequencing rule" that dictates in which order things happen. That rule says something like "nothing happens simultaneously, and if they do the player whose turn it is decides the order to resolve things". Or something like that.
Both rerolls should happen at the same time, but that's impossible in warhammer.
Therefore the player whose turn it is chooses which one of the rerolls to resolve first. And once one of them has resolved, you resolve the other one. But you still cannot reroll a rerolled die. If you chose to reroll with loremaster first you cannot reroll ones using Tettos ability.
If, as Phatmo described it, you reroll "the pool" with loremaster, and not the dice, that would mean that Tettos ability still would be in effect, forcing the ones or sixes on the new casting attempt to be rerolled. But I believe that qualifies as rerolling rerolled dice, and therefore isn't possible.

Wow, this was surprisingly informative. I haven't closely read these rules, and we've played it as two seperate things.
First you roll your power dice. then Tetto's ability forces you to reroll DURING the roll, meaning all 1s/6s must be reroll'd.
Then you decide if you like the result or want to reroll because of loremaster. If you do, you once again have to reroll 1s/6s. So rather than threating it as "rerolling the same dice twice", we threat it as two seperate rolls entirely.
Granted, we have only tried the new magic system once, so we are still learning, but that was the assumption we originally made. We definitely need to remember this next time we tries out the new loremaster rule
