Now i recall the whole scene when Quark offers Garak a taste of root beer and they talk about the Federation...

The rootbeer scene is only half that video. That's a lot of dross at the end. Still, the root beer metaphor scene is probably the best two and a half minutes in all of DS9.
I really liked Garak and Quark.
To a lesser extant I liked Neelix, Tess, and 7 of 9 in Voyager

In Star Trek Enterprise, my favorite character is Dr. Phlox. I guess T'Pol was sort of an outsider too but I think Star Trek overuses Vulcans. But in any event they did have a nice contrast. T'Pol was like "Something new? Gross" And Phlox was like "Something new? Neat!"
I think every Star Trek show should have at least one regular character on the cast who is NOT in Starfleet to provide an outsider's perspective. It's amazing how many nuggets of wisdom are in the Rules of Acquisition.
My favorite three are 109, Dignity and an empty sack are worth the sack.
112, never have sex with the boss' sister.
217, you can't free a fish from water
