Interesting question.
My answer would be: All who are able to do so work together, because that's what people in Star Trek do.

But if I had to name one.... I think I'd say Bashir. He is a genius.

But then.... The EMH has a pretty good database to work with.... I think I'll go with Bashir though.

My bet is on the EMH.
 
To be honest it was more Germany attacking Russia that screwed things up for the Axis - attacking a huge enemy in the middle of winter who may well have more men than you do bullets isn’t exactly a great idea!

Certainly that did contribute a good deal. Every power that’s tried to invade Russia has failed. Russian troops themselves were historically pretty awful, given that most of them were just peasants picked off the fields, given a rifle and shoved into battle, but they had numbers and the weather on their side. Also the fact that Britain just stubbornly refused to die meant that there were two ways for the western Allies to get into Europe (across the Channel and from North Africa), meaning the Axis in Europe had to divide their forces between the two, and were tricked into thinking they would attack through the latter by using an actor who played Montgomery in cinemas to play at being the real man. If Britain had fallen to the Germans the Allies would have had to attack through North Africa, and would have had the entire German army waiting for them.
