I personally think it's very unlikely that the boxed game model was a cause of Fantasy's failure at all. GW's other games at the time (Middle Earth and the proper editions of 40K) both used this exact same model, yet they survived and are still around...

I did not say it was the Cause of Failure.

As I keep trying to say, so I will try another way: it was an inadequate life saving measure.

Sorta Like This, there’s an injured man:
Compound fractures in both legs and he is slowly bleeding out...
...he is given doses of aspirin every six hours and a fresh blanket hourly.

He dies. The aspirin + blankets failed, but were not in any way the COD. The poor bloke needed something else; some different and better treatment.

For WFB periodic 2-Army Box sets failed but they were not the Cause Of Discontinuation.

But since they did fail in their purpose something new better and different needs to be tried.

The Dwarfs are in need of some representation (beyond my endorsement of the Chaos Dwarfs). They are one of the few armies without a single vote.

You are asking a Lizardmen forum to vote for one of the strongest artillery factions - I'm not surprised it hasn't got any votes.

I haven't played 40K recently, but are the rules the same for it and Horus Heresy? If so, then I'd expect TOW to adopt similar/same rules as AoS. Sorry, but I'm a "glass half empty" person.
The difference between Horus Heresy and the current (8th) Edition of 40k is an entire edition; the former is practically based off of 7th Edition's ruleset, in which blast and flame templates, scatter dice, vehicle armour values, and instant death rules (model dies if it doesn't save a hit from an attack twice as strong as its toughness, no matter how many wounds it has) are a thing, and multi-damage attacks, the likes of which we see in 8th Ed and AoS, don't exist.

With the return of square bases for TOW, I'd at least expect the game to make use of WFB's 8th Edition/End Times ruleset as a formations-based wargame, rather than the current skirmish game we have for AoS.

I'd go as far as saying that Dwarfs are the strongest artillery faction, period. I don't think the non-Forge-World caveat is required. The Chaos Dwarfs have some extremely potent artillery pieces but I still think they come up short against conventional Dwarfs in terms of warmachines.

Something New And Different:

(Just spitballing an idea here) What if the Box Set contained things that any and every gamer beginning the game would need that experienced WFB players could also use?

The WFB: TOW Box Set contents:

Rulebook: Return to the Olde Worlde (Just the rules please; no fluff; no florid (but ultimately confusing) colour text)

Source Book (Herein Lies the Fluff for those who are into that sort of thing. All all the colour text can be banished to here.)

Terrain Tips Booklet.

Hard Coated Stock Cardboard Sheet: Essential Tables and Charts

The generic Siege Engine Models available to almost all armies. (2 machines)

Some of the Spell Effect models that will be available to most armies. (Wall of Fire, Wall of Ice, Whirlwind(?) etc. )

A ruined building model (this could be Card stock with styrene fittings, details, and corners.)

A watchtower model (the Old castle tower model will do just fine if the injection mold still exists).

A large set of movement trays sufficient to carry a typical sized army. (About 10, assorted sizes)

Maybe some gnarly tree trunks (the hardest part about building a forest terrain piece.) (maybe 5 or so?)

~~~~~~~~~~~
That is my vote for: other
Kick this idea around, strikeout things, add things (?) ....feedback requested.
Yeah, what I REALLY want is Dogs of War, but they're never going to put that army in a boxed set. Orcs&Goblins vs High Elves is a classic match-up and would make a good starting point that doesn't involve the Empire...
That is the Fourth Edition Box Set.
This, and given that High Elves appeared in the 8th Edition boxed game (vs Skaven) I think it’s highly unlikely they will appear in the TOW boxed game.
Speaking of previous starter box sets, let's take a look at which armies have been represented and how many times...
4th Edition - High Elves vs. Orcs & Goblins
5th Edition - Lizardmen vs. Bretonnia
6th Edition - The Empire vs. Orcs & Goblins
7th Edition - Dwarfs vs. Orcs & Goblins
8th Edition - High Elves vs. Skaven
In terms of the number of times each army has been featured, that leaves us with...
Orcs & Goblins - 3
High Elves - 2
Lizardmen - 1
Bretonnia -1
The Empire -1
Dwarfs - 1
Skaven - 1
Beastmen - 0
Chaos Dwarfs - 0
Daemons of Chaos - 0
Dark Elves - 0
Ogre Kingdoms - 0
Tomb Kings - 0
Vampire Counts - 0
Warriors of Chaos - 0
Wood Elves - 0
I'd say enough with the Orcs & Goblins! They are featured in 3 out of the 5 starter kits (sometimes as Orcs and at other times purely as Goblins). The big surprise is that Chaos, in any format, has never been featured.
Should GW try to feature some unrepresented armies or revert back to the old tried and true choices of the past? Or one of each?
Chaos Dwarfs vs. Dogs of War!! Just to throw everyone off!
I'll even split a couple of starter boxes with you, I'll take all the Chaos Dwarf stuff and you can have all the Dogs of War stuff. :)
This happened more than once with the 6th Edition Box Set. There was a store (an Indy) which did that prior to sale. They just put a sticker on the box that said, ”all orcs”.
I'd be up for that trade. Can we make it happen? :joyful:
First the we have to hope for the one in a million shot that GW actually goes through with it. I think Dogs of War and Chaos Dwarfs are probably the least likely armies to be released in a starter kit.
Neither.
They should try something different this time.
I get that. It is definitely an intriguing idea and one that I would be interested in. However, my question assumes that GW will release a traditional 2 army starter kit, and if that were the case, should they go with previously featured armies or armies that have not yet been utilized in a starter kit previously?
