You can still play and win the tourney, just not the best painted army.

Seems like that discourages people from playing armies out of uncharted empires. Are you sure thats how it is? At an event around here they had the rule of 90% of models in your army that mantic produces had to be mantic. For example in a salamander army 90% of your salamander infantry, and infantry heroes had to be mantic to be eligible for best painted.

There are no restrictions on models. You can use whatever you like The only thing you can't win without 90% Mantic models is best painted army.
