It isn't a commentary on quality. I think it is more along the lines of TNG being prim and proper while DS9 has all the fun adventures of Quark (space gambling and holodeck hookers).

You could say that... but then Deep Space Nine has the Dominion War, the darkest part of real Trek, and TNG has Robin Hood on the Holodeck (a classic episode, but something still quite light-hearted).

Fair enough. Mind you that the Robin Hood scenario was forced on the crew by Q. It was not a reflection of the more "by the book" approach to how the Enterprise is run as opposed to DS9. I agree that both shows have both dark and light-hearted moments.
