I have not read those ones, so I can't comment on them.
The reason for it comes down to the nature of the dark side versus the nature of the light side. The Jedi function cooperatively and as such, can sustain a large contingent of Jedi at various levels of power. The Sith on the other hand, are constantly vying for power and are much more individualistic. So historically what would happen is that groups of weaker Sith would band together to take out a more powerful one. As such, the Sith became very diluted in terms of power. Sure there were many of them, but they weren't very impressive. The Rule of Two was designed to concentrate the dark side in as few Sith as possible. So while they are few in number, they are typically extremely powerful.I always thought the Sith Rule of Two was really dumb when there are hundreds if not thousands of Jedi. But if the Jedi are this dumb, they need to use the Rule of Two to give the Light Side a fighting chance.
