I think he can't be. Hux wasn't born back then. That person is obviously older than Han Solo which in turn is way older than Hux.Also is that a young General Hux on the bottom right?

Perhaps Hux's dad then, who was an Imperial General and was assassinated by Hux himself I believe.
Well Brendol Hux DID run one of the most famous Imperial academies, and I'm pretty sure Han Solo attended an Imperial academy...Wookiepedia disagrees. His father was Brendol Hux, both of them were part of the imperial forces who retreated into the Unknown Regions, to later emerge as the First Order

I get most of my Star Wars knowledge from the accompanying Visual Dictionaries rather than the films themselves, which is why while most fans were disappointed by Episode VIII itself not revealing anything about Snoke's past, I was more disappointed by the Visual Dictionary not explaining more about it, as I was expecting for much of his past to be revealed there and not in the film. After all I've been able to find out about the past exploits of many of the other characters through the relevant Visual Dictionaries, so why didn't they do that for Snoke?
It's like Palpatine. Imagine the Prequels aren't out yet. What do you know about him? He's evil, he hates the Jedi, he runs the Empire. That's it, and that's all you needed to know. It's the same with Snoke really. At least, that's what Arian Johnson told me when I was lucky enough to attend a BAFTA screening and Q&A and ask him myself
Rain Johnson did say that he thought it would be cool if JJ Abrams included it in Episode IX, but it wouldn't have made sense to suddenly pause The Last Jedi to deliver a monologue on who Snoke wasand yet they won't give it to us....
