this is what it's looking like so far:

2975 of 3k

Lords:
Mazdamundi on Zlaaq

Heroes:
Skink Priest, level 1 with Ancient stegadon with engine of the gods and a Plaque of Tepok

Core:
5x20 lizard squads of skink skirmishers w/brave

Special:
3x Stegadons

Rare:
2x Ancient Stegadons

total of 7 stegadons and 100 skink skirmishers with poison blowdarts flushing enemies out of the bushes

first list so far, and it may have been influenced by listening to the theme from Jurassic park...

Wow ok, that is quite an unusual and interesting list. I think it is going to struggle to be honest. Against hordes, you don't have your own ranked unit to negate their steadfast so you will be relying on pretty much cutting units down to a few men. You will never chew through large armies in 6 turns. Against gunlines, or armies with a decent amount of artillery, they will cut through your stegadons and leave you with pretty much nothing since you don't have charmeleons or terradons to deal with it.

It is definitely possible to run a monster/skink list successfully and it would be great fun to play, but it probably needs a bit more support than what you have currently got.

I would probably remove Mazda since he is very expensive, turn some of those skink units into skrox units, and try to add a salamander or two. Removing Mazda you will need to add a bit more magic; either a lone Slann or a couple of priests to support the engine. You could even consider the Skink mage hero, I think he can be upgraded to have a steg?

or add some saurii units and decrease skink unit size and as strewart said make some skrox units

The idea with the stegadons is to whittle down ranks until they come within charge range, where their terror causes the unit to flee then hopefully my pursuit destroys them.

The squads of skirmishers are my plan to deal with artillery, gun lines will still be a problem.

I have the skink mage hero on the ancient stegodon, I think I just added mazdamundi for magic and another ancient stegadon. I will have to look at my rulebook when i get home to remind myself the other reasons i chose him.

Terror is no longer all that good... You will find that in 8th ed its not that useful for scaring opponents away. And the giant bows are fairly crap. At BEST they will be hitting on 4's, most likely 5's or 6's, so they will rarely even hit.

My mistake on the skink hero. I meant skink special character, not just a hero with engine of the gods.
