You get to decide how to allocate damage to your units. So yes, you can allocate it to skink handlers. Be mindful of battleshock though.guys a question about salamnders, can i decide where allocate a wound during combat phase normally? I mean can i allocate it to a skink handler? Seems very strong

@LizardWizard is right. The reason is that wounds are allocated to the unit, and the unit is composed by a salamander with 3 wounds and 3 handlers with 1 wound each, so you can definitely kill the handlers.
However, as said, the handlers count as models so if you kill a couple of them, you will do a battleshock with a -2 malus.
