To me this looks like it is allowed to shoot after it has charged

Instinctive defence
If there are any enemy units within 3" of this unit at the end of the charge phase, and no enemy units were within 3" of this unit at the start of that phase, each Razordon in this unit can make a shooting attack with its Volley of Spikes but the Attacks characteristic for that attack is D6 instead of 2D6.

Nice catch. Helps them back up to more equal footing compared to Salamanders. But we have so much access to high-volume low-rend firepower now, I still feel it is hard to justify bringing Razordons.

I think the issue is that they fill the sameish role as Salamanders, who do it mostly better. They have further range, and can shoot extra in a separate phase, but have overall the same melee as the Sally. Who also benefits from their special ability that changes out normal damage for MWs on 6s to hit.

Both are attractive in their own right. I was just hoping that Razors were set apart a bit more.

You could buff these with serpent staff from the starpriest

Well, you can buff the Sally too. To fish for extra MwS if you don't get 6s to hit. I will say, it may be better on Razors.
But then again, it's probably better to put that on larger units unless completely unable to.

I just checked the German warscroll as well and indeed it doesn't say anything about whose charge phase is meant.

Now, this will probably be FAQed since the intent for the ability is clearly that they do it on defense. (hence the name: Instinctive defence)

But yeah, the way it is written now it will work when the Razordons have charged.
