AoS Question about Greg Hursts 2K TL list

Hello,
in another post somebody wrote about the top 10 players from the Warhammer Open, with a Seraphon player, Greg Hurst, having placed third. Now i found his list online and was wondering which gameplan he could have had and most of all, why he choose to bring 20 Skinks instead of 2x10???

I'm guessing the 20x skinks is because there's already a 10x skink screen and the 20x can take buffs better from the priest, starseer hand of glory, and skink chief CA if needed? Also better for rally.

I get that, but i think there are better options for almost all of these buffs: run and shoot is awesome to mitigate the Bastiladons 4" M, re-roll 1s to hit on it's 18 shots is also amazing, with the +1 A from the Chief better used on himself or the Salamanders unit. The Skinks are only attacking with 41 shots at 5+/5+/-/1... Getting some back with Rally seems a good call i have overlooked!
 
I also suppose that (being 20 models) they grab objectives better, forcing the opponent to waste resources to reduce their numbers.
(and yeah, i get that 2 units of 10 would be even better, but if you need them to grab a far obj, 20 skinks that run 6" with a command point do the job)
 
The armies that were there could pick up 10 skinks like they were nothing so Im sure the extra bodies helped protect his important stuff from turn 1 charges and things.
 
I'm going to guess he had 80 points left over but didn't want to add another drop to his list
