Typically the rules lawyer pushes RAW over RAI to try to get a rule to benefit them in a specific instance.
Where people lack in skill they make up for in arguing, lack of common sense and searching for grey areas.
The intention of the rule should, and does, for people who enjoy the tactics/strategy overrule the Rule as Written which CAN NOT be applied to all instances. However, the INTENT of the rule can.
It is truly amazing how crappy most WFB players are and look for the rules lawyering to compensate for skill.
In your group, if you run into situations like this simply decide how it will be interpreted FOR ALL occasions...or as general as you can, then WRITE IT DOWN so the childish interpretations/arguing do not become a factor of the game.
The Intent of the rule (WHY it is written) is more important then exactly HOW it is written.
The rules are written to guide the game, and no rules set can be written to account for all situations, however, the intent behind the rule can, for the most part be applied to all situations.
P.S: Army Builder is full of errors. The scouting rule and the Chams scouting rules are pretty clearly written.
