Because that is how the unit worked in 8th edition,
3 handlers per creature, and on a misfire he would eat D3 handlers.
after the handlers where gone, the creature would roll on a chart
to see what random thing he would do for the rest of the game.
... oh I forgot to mention that while each salamander/razordon could have 3 or 4 handlers,
your salamanders could also form units of up to 3 and razordons up to 6.
also they could share handlers, so if there was even 1 skink left taking care of 6 razordons
the wouldn't go feral.
also worth note, when you rolled the artillery die for salamanders what was how far you moved the flame template (you aimed it first).
for razordons it was how many shots you fired and for both you rolled for each model.
