Warriors of Chaos flat out hard counter Lizardmen, which is incredibly frustrating. Other books have an easier time of it, but I still think its the strongest one in the game by a mile: Nurgle Daemon Prince on Death and with all the toys, unkillable Tzeentch Disc BSB, multiple Core chariots, Chimera and Skullcrushers is a
lot to ask to take on - and that's just one of the many extremely tough builds (Throgg Troll list, Slaanesh Cacaphonic Choir list, double Hellcannon Death lists, etc).

Seriously, though, the Witch Elf horde is overrated. Yes, it will kill things like the above with ease - but it will also bounce off a lot of things too; as a frenzied unit its incredibly easy to redirect; and even with a 5++ ward they are still T3 Elves: any template weapon will cut them down, let alone things like Dwellers.
The Dark Elf book is a strong and solid one, but I don't think it quite qualifies for OP. That should be reserved for crap like Daemon Princes or Skullcannons (although I think you can argue Warlocks fit that definition...).
