Meh, the cultNo, because in their view wearing armour of any sort automatically downgrades your death to be less honourable because you died while hiding in your armour, while dying in battle of any sort without armour, even if it looks as though your death was wasted, is still an honourable death because you displayed the bravery required to not wear any armour. As for defending a settlement’s walls, heed the old Welsh proverb, “It’s easy to be brave behind a castle wall.”
Ungrim is a special case because he is the Slayer King and as you say his duties are too important, but then every leader of the world even today has special treatment, even when he’s a commoner like a President.
1) doesn't allow you to throw away your life, you have to do everything you can to survive. You can't just go into an dragons lair and jump into his mouth you actually need to show up with a viable plan for killing that dragon.
2) Your dead has to have meaning/impact, you're not allowed to just charge an entire army on your own where you have no real impact and won't achieve anything. You have to go help in say a siege and die there where your presence actually mattered cuz you held the walls until reinforcements could survive or something like that.
3) causes greater than yourself have priority (e.g. Ungrim and his duties)
Based on that I'd still say armour is allowed given the right circumstances. Worst case you just need to fight twice as hard to make up for the "shame" of wearing armour. Hell, it could even be an explicit punishment given to particularly dishonourable dwarfs, being forced to not only be a slayer, but an armoured slayer at that.
Anyways regardless, fyreslayers really just need something besides halfnaked dwarfs with mowhawks who only wield axes. It's fine for a fairly niche religious cult within a faction to have a limited aesthetic, but it's weird for an entire faction to be limited to that aesthetic. Especially as the fyreslayers aren't supposed to just be slayers, there's also "normal" fyreslayers so to say. There's still an equivalent to the slayer's oath, but that's not a thing the entire faction has taken. It'd also make it far easier to introduce new units cuz then new units could actually be visually distinct while still visually being a coherent whole.
