AoS LoSaT?

Okay, I tried digging through the archives and index to find my answer, but none is forthcoming. It APPEARS you can use the LoSaT ability WITHOUT having a Slaan on the board. People seem to be playing it like that in the AoS battle reports I've been perusing. Is this true? I had assumed you needed a Slaan, since Masters of Order only works with Slaan.

If this is true, it will SERIOUSLY affect the tactics I've been working on!

Of course you can, the rule is pretty clear on that. A Slann is not required.
The part about the Slann that ponders about universe yadda yadda is just fluff text.
LotS is an Allegiance ability and works without a Slann.

BUT with a Slann you can use LotS up to 2 times / round, if you pick the general trait
