The latter. Woodland scenics make sheets of card with flock on them, principally for shaping hills but I’ve found it useful for decorating my movement trays without the need for paint or regular flock - just cut out a square or rectangle equivalent to the size of the tray and stick it down with a good bit of PVA.

I think that's it - sorry, I just called it flock card colloquially as I forgot the name Woodland Scenics gave it. I use the green grass variety on my trays.
