I've got the same thing going on. The only thing I can think of is that it supposed to say "Right side of top panel" because that is where the Gnome stands... But still it makes no sense...

i did see that but I read greater significance into it and thought there was more......

To the person viewing the judge in the first picture it is on the left, but from the judge's perspective(the second picture) it is on his right side...
