So here's a question. In the Khaine magic rules, you can recast any spell that has a casting value of 14+ or less so long as you don't fail to cast it. This means that spell such as the Purple Sun of Xereus, Chain Lightning, and the very powerful Final Transmutation can only be cast once per turn. However if you were to use the Engine of the Gods to lower the casting value of such spells, would that meant that they could be cast multiple times?
 
Its a yes. Does it fulfill the criteria? Yeah. Any words about unmodified casting value? No :)
 
There is nothing I can find that would make it illegal. It sounds like it is a go!
