So FAQ's are reserved for nerfing op armies, they aint making them to boost armies that arent op?

The cynical view is that they only bother aiding the armies they like, IE nerfing armies they don't like, or buffing armies they like.

However, as an Ogre Kingdoms friend of mine said

"They allowed us to wear armour on our wizards by mistake, and clarified that we COULD in an FAQ - Judging by Ogre Kingdoms status as "Those who are tecnically here, supposedly constantly hired out as mercenaries, but never really included in any fluff", I wouldn't exactly call them "favoured by GW"

Granted, that particular FAQ was... Ugh, I can't explain it. It basically says "You can, but you are a bastard if you do it". To put it in relation to PF, it would basically be if their PF FAQ said:
"You can use it in multiple ranks if you want, but we recommend you don't".
