No exactly… unfortunately a chief on Stegadon count as both hero+rare choice. So no you cannot field so many stegadons. The maximum is 2!
Remember also hero= replace all others skinks, so no balista/bow and no javelins.
Good if you want to combine with the helm of Stegadon and have leadership 7 stubborn but not always worth it’s points
