AoS Is it possible to TP out of combat??

I have recently ordered a slann starmaster (whas about time..) and i was wondering if a slann could teleport a unit or model out of meele.

Yes, no restrictions to that.
In fact you could even "cycle charge" with Saurus Knights that way.
Teleport them out of combat, charge back in in the same turn.

Ok, that's cool, but if I roll a 3-4 which means I can TP but not move doesn't that prevent me from changing or am I missing something.

The text explicitly says that you cannot move "in the following movement phase".
A charge doesn't happen in the movement phase, so yeah, with a 3-4 result you can charge.

With an 1-2 result you cannot charge, the text explicitly says so.

KK my plan is to use my Slann to improve my battle of attrition battle style and make the otherwise mediocre Saurus knights with lances a force to be reckoned with
