Am I missing something? Why would you use Inspiring Presence on a hero or any one model unit? I mean, nothing says you can’t but why would you?

I don't know if there is one, but there may be a rule out there that makes a unit take a battleshock test, and depending on whether they pass or fail, a certain effect might occur. It would most likely bad if failed, so you'd give inspiring presence to Kroak. There probably isn't a rule like that, so unless a unit has that sort of rule, inspiring presence on a hero is a big waste of a command ability.
