8th Ed. How to stop the Skaven Storm Banner from mucking up my game?

Ok, I know my buddy will take this to cease my flying and keep my terradons off his warmachines.

What are some other things I can do to stop this storm banner crap? It also effects all shooting

Also who gives a banner to an army to totally eliminate one facet of the game?

Can flying units even move at all if they are grounded?

It ends on 4+ and you roll in the beginning of any players turn, so there is only a 25% chance of having the flag in effect for 2 turns (and significantly less of a chance to get 3 turns of its effect), so in 3/4 matches you only have 1 turn of shooting ruined. You can't stop it or circumvent it in any way other than taking a combat army rather than a shooty army.

Also there is a 50% chance that the flag effects the skaven player as well (and if it doesn't then the effect has ended so your good either way), and skaven have some nasty shooting phases if they are built towards it.

Can flying units even move at all if they are grounded?

They can use their ground movement, which is 2 (4" march, wohoo).

Besides playing by the rules, as was already mentioned, your infantry should be good to go. I'd send a cowboy or two after it. VP for a banner? Yes please!

The key is to not challenge him, but direct all the attacks on him. You could also use chameleon skinks. If you get within short range to a war machine you can single tap and still get your poisons. Otherwise, you can still double tap needing 6s and 5s to hit. There is no easy way to take out the banner.

If you take a life slann, you could dwellers below the unit he is in. the bsb should be str3. On a 4+ the banner dies along with the holder.

Well, the simple answer is don't take Terradons, Camo Skinks do their job for much cheaper.

As for the Storm Banner, it's pretty much just for countering gun-lines, which Lizardmen are not. When you slam a unit of Saurus or TG into the unit with the BSB, you're still going to tear those rats apart. Skrox do ok against Skaven too (of course you still die horribly to their shooting, but if you get into combat with Slaves or Packrats you'll do ok). Stegs do hilariously well too (so long as you can take down any Warp Cannons), they rarely bring Rat Ogres anyway and short of a Vermin Lord there isn't much in their army that can kill it (they can tarpit all they like, it's still going to eat them all).

If you want it dead early one, a Shadow Slann can teleport a Scar-Vet over to hack the BSB down. Alternatively, you can use Blood Statuette (combined with 'Withering' if you want to be totally sure he's dead). As I mentioned before, our infantry blocks eat theirs pretty well, Skaven have no heavily-armoured units to worry about and our infantry excel at tearing apart chaff.

the banner doesn't affect Salamanders or Razoronds as far as I know.

Salamanders need to roll a 4+ (they do not use BS) and Razordons will be at -2 to hit (they do use BS).

I thought the artillery die was its hits not its shots.

No, it's its shots. Maybe you're getting it confused with the Dwarven Organ Gun.

I think you're getting confused Scalenex with the 6th ed salamander, which used an artillery die for it's hits. But read the razordon rules in 7th ed army book and it clearly states shots not hits

Doesn't the Storm Banner act like Iceshard Blizzard, in that non BS based shooting requires a +4 before even being allowed to fire?

Yup. Salamanders are the only non-BS shooting for LM though, but yes they need roll a 4+ to be able to shoot.
