Why do you think that the Feedback Scroll works? It's still a scroll and cannot be used on spells that irresistible force. So this doesn't work.
Also, if he's using Teclis then cupped hands is relatively useless because Teclis ignores the first miscast that he suffers every turn (I would interpret this to mean player turn, but it hardly matters as he likely ignores it even if you declare game turn instead).

First off, thank your lucky stars if he's taking Tyrion. That is perhaps the worst points sink that a high elf player can possibly make in character selection. He would be better off with a tooled up prince. Thing is that Tyrion is monstrous cavalry, meaning that he can be targeted separately, yet is not immune to killing blow because of the FAQ. He also can't take both his ward and his regen, so he's pretty much a 1+ armour save, 4+ ward save lord. Not shoddy by any means, but definitely not worth his points.
How many skirmishing skink units or chameleon skinks are you using? Because both (especially the chameleons) can be rather useful in weakening squishy high elf units. Plus he'll have to choose targets, either the salamanders or the skinks. Also, pretty much any infantry block in the lizardmen that charges into his LSG unit should kill it with little sweat (so long as it is not buffed by Teclis. For this reason it makes sense to lock the high elves in multiple combats at once so that only one of them can really receive magical aid.).
Dealing with phoenix guard can be slightly problematic for any army, but you've got to remember that killing power is anything but their strongest ability. They are there to live (4+ ward and all). So pretty much you just need to throw in something that can either resist the few wounds that they put out or that does enough damage to simply overcome their survivability. A saurus unit buffed with flesh to stone for instance would be perfect for this. Also, any grindfest that occurs is to your advantage as phoenix guard cost him 15 points per model while saurus are significantly cheaper (and temple guard not significantly more expensive). Locking him in combat until you can bring a unit into his flank or buff your unit with magic enough to win is never a bad thing. Plus with a Slann with the Standard of Discipline you have rerollable leadership 10 coldblooded, so if he's nearby they should pretty much never run (and facing things like Teclis I don't see why you
wouldn't take such a Slann).
Just as a little added note, high elves also don't like stegadons. A combined charge of a lizardmen infantry block and a stegadon does a very good job of crushing nearly anything in the high elf army. Just be careful that you have enough ranks to remove steadfast (otherwise with a BSB nearby the high elves are very unlikely to run).
