Well, sorry to say this, but i think your list is off-balance.

First, the carnosaur: it's too expensive for a tournament. It doesn't fly as a dragon, it has WS 3, a movement of 7 (not even as a fast cavalry, only 14 when charging!), a low armor save (4+), so be prepared to get charged, not to charge as you should do with the carnosaur.

Magic... Only a level 3 skink priest without even the diadem or a dispell scroll... Only 5 power dice and 4 dispell dice... Its no good, you will have a problem with that. If you want to use magic in an offensive way, use a slann, in the other hand, if you want to use it in a defensive way, change the plaque of tepok for the diadem and a scroll.

The skirmishers units... not enough for a 2250 points tournament. You will need at least 3 units of 10 skinks

The ranked units are ok, but i wouldn't use the champions for the saurus and the temple guard. Therefore, i wouldn't put the magic banner for the TG, it's too expensive, and i would use it in a unit of 15 at the most... and use the extra points to upgrade the unit of saurus until they are at least 15 each. The saurus also need the musician. It's quite cheap in comparison with other units and it's so valuable...

Another unit of 3 terradon riders would be great, they are so useful...

I would use the salamanders in units of 1, and with an extra handler each (so you have both flanks covered)

Good luck!

What Strim essentially said:
You try to defend the circle everywhere, now it is weak all around.
This list has a bit of everything, but will get beaten because other armies have more focus on 1 aspect of the game.
Because you chose an Oldblood as your general, go for defensive magic. So (as Strim said) Swap the Plaque of Tepok for Diadem and a scroll. That's your magic defense right there.
Your paying lots of points on those TG, while you have no slann. This negates there most important use (protecting a slann). Drop them and buy normal Saurus for them instead!
You could buy another unit of skinks skirmishers, but i like to see the 'normal' skinks in there too. 50 points, they can redirect/screen/be skink. And they're 20 points cheaper than their skirmishing brothers.

Strim is right in splitting the Sala's. It's better to have 2x1 than to have 1x2 Salamanders. With 2 you can fire at different targets, have more maneouvrebility (<--hate that word) and still maintain the 2 together if you wish to.

Like I said, you try to defend the circle everywhere. Try to focus on 1-2 parts, and find ways to deal with the other aspects of the game. (movement, magic, shooting, close combat, psychology, uber-heroes, hordes...consider all these things and think of how your list can deal with them. Or try to reduce the damage they can do)

Oh, and please do not copy/paste army lists from army builder straight into a forum. I mean, we know a EotG has 4 skink crew, and that 6 SCOR ride 6 cold ones.

The Hunted

OK thank you so much guys
Ive re written the list and im going to test play it tomorrow
Changed the Sallies and am running a smaller TG with no Magic banner and bulking up the Saurus to the sane size of 15 (although i am keeping the champions). Guys have faith in the carnosaur it can be a real killer. if it doesn't perform i promise ill change the characters around.

So ill do a write up on that as soon as. The armies im going to play are:
-Ogre kingdoms
-Hordes o C
-Deamons
- maybe a High elf

Thanks for your feed back, its much appreciated
