you can squeeze in an old blood on a cold one for around 200pts, but as you said you have to cut a bit. he'll be pretty bare bones, but its still decent.
its hard to run either the sig discipline or the loremaster with this old blood tho... makes the slann too expensive, or you sacrifice the channeling dice.

Okay, so i underlined something in the beginning of this thread, and with almost all advice having been dismissed by one sentence posts now i thought it about time to ask what your points limit is, and how the rest of your army looks.
Right now your asking for help, but rejecting everything we offer, and without clearer guidance on what you want, we can't really do much.
Do you want :
A tough Oldblood that will be almost impossible to kill?
A fighty but tough oldblood that will do both roles?
A meat grinder kind of Oldblood, with a good defense but focused mostly on dealing a lot of damage to other units.
A Supporting oldblood as well as one of the previous roles?
From what i have gathered so far you don't want him mounted, you're not using another lord choice, and you've set yourself a points limit of some sort.

i just need to arm him with no mount...i dont need other units i just want to arm him the best against chaos
my list is skink priest, oldblood in a horde of saurus, 2x 10 skink skirmishers, ancient stegadon

ok no ward save, you can't have everything

The steg helm on an Oldblood on foot? What kind of madness is this? You know impact hits only work when you charge right? Which for a movement 4 model is almost never...
The steg helm is far to expensive for a foot model, you're basically paying all those points for +1 T and AS.
Try something like
Fencers blades
Glittering scales
Talisman of endurance or potion of strength depending whether you wants focus more on survivability or defence.
Anything WS 4 or less will need 6s to hit him, everything else needs 5s, the potion will give him one round of uber-smack down, or the talisman will give him a ward save.

Oldblood with sword of bloodshed can easily gain +1 armour save which can be rerolled (dawnstone). 8 attacks + predator fighter is awesome.
Put him in a templeguard unit with the razorbanner (armour piercing) and he'll wreck most things.
