I disagree.
Now more than ever with 2nd edition, having a wizard that has an awesome signature spell, can now cast endless spells, and has a good ability on top of that, for 80 points? That's amazing.
There's a reason he finds it' way in most of the Seraphon lists. Very versatile wizard.
My point isn't that he is bad. He's a usefull lil wizard. My point is that he feels bad because he only gets the one spell-cast per turn and it's not even a particularly flashy spell which is then made worse by the absence of the anti-chaos bonus in 99% of the cases. Hence why I don't like mechanics that are give a bonus against a specific type of unit or faction unless you can be very certain that bonus will see a lot of use.
In general I'd like for minor wizards to get a bit more to do though. It'd help a lot with making em feel more influential if they did more than the one spellcast, even if with endless spells they now have a much more noticeable impact on the game. Also again, this is purely a matter of how they feel, not a complaint that they're actually underpowered. Just that their power isn't necesarly very noticeable.
edit; is it me or does my text look different somehow?
