If he had two casts, I would strongly consider bringing him for Comet's Call + a Skink Lore spell

Issue is that most lists already contain a slann + starpriest, so you don't really benefit much from that. And that's kind of the issue it has. If you want his spells, bring a slann + starpriest. If you want a monster, bring a carnosaur. It needs something to form its own little niche where it isn't just flat out outclassed by the other options.
