You would only boost that specific unit and not the inspiring presence. The rest of ther army would still be "Ld useless".
I'm fairly confident that putting your general in a unit buffs the leadership of the general too.
For example:
Temple guard unit has the Banner of Discipline. Slann joins the unit of Temple Guard. The Slann also gains the benefit from the banner. Therefore, his leadership goes from 9 to 10. Inspiring Presence means other units get to use his leadership. While he is in that unit of Temple Guard, his leadership is 10, therefore his Inspiring Presence is leadership 10. The Banner of Discipline does say specifically that the unit carrying the banner does not benefit from the general's inspiring presence. However, the Slann is in the unit carrying the banner, which means he is not providing his leadership to the unit via inspiring presence. So the unit would also benefit from the leadership 10 of the Slann, as it is the highest leadership value in the unit.
That being said, the only way we could get the same effect for the skinks, is by using a Skink Chief BSB, carrying a magical banner. That's bad though because the BSB will be as flimsy as a piece of tissue paper, and if you put the BSB in the unit of Skrox, well, they're already at LD 7 and the general (Tetto or Skink Priest) is only LD 6. So the Skrox would actually be LD 8 but the general's inspiring presence would be only 7. LD 7 is better than LD 6 but the way to get that is not worth it. That Skink Chief BSB would die in a round of combat against a smart player.
So you really only have two options, Tehenuain, or Oxylotyl. Tehenuain is LD 8 but is fairly expensive, at 230 points. Oxylotyl is cheaper (don't remember what his points value is off the top of my head) but only LD 7. And he's not as tough as Tehenuain. Tehenuain at least has a 5++ ward save, but Oxylotyl has nothing.
So my vote is Tehenuain. I have an all Skink list utilizing Stegadons. 3 Stegadon Ancients (ONe of them is a mount for a Skink chief BSB), and 2 regular Stegadons. But this is at 2500 points. Since you're making a list for 100 points, this is what I would do:
Lords - 230 points
Tehenuain
Core - 280 points
4 units of 10 Skink Skirmishers w/ Javelins and Shields
Special - 235 Points
Stegadon w/ Sharpened Horns
Rare - 250 Points
Stegadon Ancient w/ Sharpened Horns
P.S. I totally butchered Tehenuain and Oxylotyl. I don't actually know how to spell their crazy names.
