This is in my opinion, is the biggest plot hole in the prequels. Qui Gon is dead, so he can't free Anakin's mother. Naboo is a very wealthy planet. Even if the Jedi and/or the Republic cannot politically intervene on Tatooine. Naboo is a wealthy planet. Queen Amidala should be able to buy Zmi Skywalker's freedom if not be able to free all the slaves on Tatooine.

That doesn't mean you have to derail Anakin's moment Dark Side moment where he crosses the line getting revenge on his mother's killers.

Senator Palpatine, the senior Senator of Naboo would of course support Queen Amidala's efforts to free not just Anakin's mother but all the slaves on Tatooine. He knows a safe planet where the former slaves can resettle.

A safe planet that certainly will never ever be brutally attacked by the Separatists or any other rogue evil power under the thumb of that awful Darth Sidious.
