TBH, it was more than 9000. 9k was only the upper limit of the scale, the real value was likely higher.

I never watched Dragonball to be honest. That said, how much more? My post count is over 9k, but that would never be my go to description. You need something in the ballpark. In my case I'd describe it as over 80k or if I wanted to be more specific, over 81k. Applying that logic (without having seen the show), Goku's power would be somewhere between 9,001 and 9,999. If he was over 10k, why not say as much, especially as 10k is a much rounder number.
