I'm not the first; it's been something that's been floating around ever since they first compared them to space marines.
Honestly, if anything it's surprising they didn't exist from day one.

But adding them this late just seems weird, especially since they've fleshed out the chaos factions pretty well by now in terms of models.

Well this is the first time I've heard it in reference to this new video / teaser-reveal, so I "blame" you! :p (kidding of course)
 
Worse. Skaven Warpcast. A skaven engineer has been confirmed to have reverse-engineered the Reforging process as of one of the Stormcast novels.

I think Sigmar's lie was that he claimed that he created Azyr and shut the doors for some millenia to have his own realm free from chaos, and instead chaos was thriving under it, unnoticed
O great, another "totally save bastion of order" that has already been infiltrated and/or corrupted millenia ago with it only being a matter of time until it truly falls.

God I wish GW would stop writing that storybeat into everything.

Agreed, there have already been some rumoured new Skaven plastics coming in a style of sprue that is usually seen in the boxed games, so it's certainly rats rather than the Gods-awful idea of Chaos Stormcast, and yes, the lie is probably something along the lines of "Sigmar said Ratmen didn't exist" or "Sigmar said they couldn't get in here".

Well it'll be interesting to see what Skaven sculpts they come up with, though I hope they're not going to touch the 7th Edition Clanrats and Stormvermin, they're fine and up-to-date with what the Skaven style should be.
 
As @NIGHTBRINGER would say... "there's no escape from chaos"
I mean sure; but make some different storybeats with different variants of how chaos is threatening, and different levels of succes of defending against it. Don't just have them all play out basicly the same, with the only possible conclusion being failure & destruction because everything was corrupted from the start.

It's one of the things AoS actually did right from the start; put some forces of order into ascension so that if one falls, another can take their place without it needing to be some stupid deus ex machina. Sadly that didn't last long.
