Oh nice one.
But those children need to be psykers, otherwise it won't work.

The joke is that the golden throne needs psy energy to function, the comatose emperor won't suffice, so every day a thousand psykers are "drained away" (basically sacrificed) to keep the throne "ON"

Is that a 10th edition thing that didn't exist before? Because it seems like 3/4 of the references I find say "the souls of 1,000 people" and 1/4 say the "souls of 1,000 psykers)

It's 1000 psykers. If it's people, it's a retcon because the 1000 psykers/day goes back to at least 3rd ed. It was probably in 2nd and Rogue Trader, but I didn't play those.

Yep, it's psykers and it goes back a long time. The Black Ships of the Imperium travel across the galaxy with the task to collect all psykers for:
a) future training as sanctioned psykers (rare case), or
b) as raw material for the golden throne (most common case)
