Do I have to use the tech to fight crime or can I just own the tech?

Tony Stark's tech is probably worth more money on the open market, but I think Batman's tech would be harder to abuse (harder to abuse, not impossible).

Batman has all sorts of nonlethal weapons that could make police more effective.
