This usage of the concept of a "lack of restraint/will" seems to be misguided. It only applies when the individual in question actually desires to achieve the feat.
Akin to saying that Usain Bolt lacked the will/restraint to run the 100m dash in 11 seconds when he set the world record at 9.58.
