Canonically, Tatooine only has about 200,000 people on it tops. I do not how many of them were slaves but Naboo alone could have bought the freedom of 200,000 slaves. I don't see why Padme didn't at least buy Zmi's freedom.

And the best/worst part is that George Lucas story did not require Zmi to stay on Tatooine.

If George consulted me, this is how I would have done.

Padme bought the freedom of Zmi and Anakin's kid friends and a few others. But because Jedi are supposed to minimize family ties, Anakin didn't see his mother much except maybe a few long distance phone/hologram calls.

Senator Palpatine very generously set up the former Tatooine slaves on a colony somewhere nice and "safe".

Since Senator Palpatine and Darth Sidious are the same person, he could easily make sure the Separatists make a surprise attack on this colony and it can arrange it so Anakin is just barely too late to save his mother. We get the same foreshadowing of Anakin starting off on his path to the Dark Side but we can skip his speech on how awful sand is AND it makes the Separatists a more tangible and personal threat. I never watched the Clone Wars animated series so I didn't know or care who Count Duku or General Grievous was. I would care if one of these two villains led the attack that killed Anakin's mother.

As a bonus point, Palpatine would have a much bigger active role in Anakin's demise, plotting and scheming to mess with his whole life, instead of just exploiting things not caused by himself.
 
This Star Wars sketch pretty much captures my low opinion of HR departments in general.
