They clearly forgot that we have already seen a Pau'an in live-action, who funnily enough also interacted with Obi-Wan:

They should have just used the template from this chap, made him paler and given him Sith eyes and tattoos - straightaway you'd get a Grand Inquisitor that actually fits with existing Star Wars media and doesn't look like a cheap knockoff.

Alternatively they could have been so afraid of CGI that they always intended to replicate the Pau'an look via practical effects in the Obi-Wan series, even though it looks incredibly fake in comparison (you can clearly see the line that delineates the beginning of the bald cap the actor wore), but sod the CGI-haters, it would have looked so much better if they had just used Tion Medon as the basis for the Grand Inquisitor. He would look genuinely alien, as Tion Medon does, not just like a pale bald human with Sith tattoos.

There are some things you can only really use CGI for, because doing it the practical way would either just look super-fake, as it does with the Obi-Wan Grand Inquisitor, or would just be completely unfeasible, economically or even physically (huge battles are a big example of this - probably the reason why Peter Jackson waited until the late 90s/early 2000s to make Lord of the Rings).
