True, but this is offset by the fact that Dwarfs, as a whole, are more set in their ways and bound to tradition. Humans are more experimentative.

Classic fluff vs rules example here.

In fluff, the Steamtank would never get it's cannon to the right elevation to combat the Gyrobomber.

In the game, since the Gyrobomber HAS to land at the end of each movement, no contest. ST for the win unfortunately.
