I'm guessing it's some kind of "engineer" gear. Instead of a whip, that looks like a cable with connectors on either end. Then you have the wrenches/spanners in there.

It has an interesting look to it... The 'spikes' almost look/remind me of feathers...
The metal part looks somewhat CoS Dark Elves style.

It looks like some packaging strapped to a metal frame attached to a piece of plate metal.
So 40K for my guess, possibly Space Marines (because of the squareness of the middle part).

My bet is on 40k for that last one. I don't remember seeing such a sole in AoS.
