when looking at the warscroll army list building on GW, I just had this question pop up.

Does starborne count as its own constellation? I was under the impression

step 1. pick starborne or coalesced
step 2. pick sub constellation: fangs, claws, thunder, drak

So my army would be

Starborne Fangs of Sotek?

or no, you pick starborne or a fangs?

You must be either starborne or coalesced.
Then you have the option of 2 sub factions for each.

starborne
Fangs or tail

coalesced
Koatls or thunder lizard

You can however just be Starborne or Coalesced. You don't have to take one of the four subfactions.

I have debated doing this often. Like for a skink heavy coalesced list. Then i always seem to add in 3 or 4 big dinos and then i might as well go Thunderlizard.

It is worth it if you are are going heavy into Skink Flyers. It also seems worth it if you are wanting to bring a Trog with the Nimble Trait.
