Some kind of gathering restrictions will stay in place until the vaccine has completed its test run, was mass manufactured and distributed worldwide. Sometimes these measures will be more agressive, sometimes less. But don't kid yourselves into thinking this will all be over soon and everything will be back to the way it was in a few weeks. And our hobby just like other forms of "social" entertainment (sport events, bars, clubs, concerts etc.) are non-essential as all hell and will be the last to be allowed into normal operations.
So Q4 2021 is not a pessimistic, but the most optimistic assumption - it assumes the testing phase does not show problems with the first batch of developed vaccines, and it assumes the virus does not undergo a major mutation in the meantime.
And if you have a store in your area that is allowing gaming to happen there at the moment (I assume indepent, not GW, and I assume somewhere in the US), you can phone them to ask them if they are stupid, or stupid. Like wtf.
