So,
Q1: Does shooting cause battleshock? If so, how does it work/when does it happen?
Q2: When assigning casualties to a unit, say a unit of 20 skinks take 5 wounds. Is it up to the player to remove whatever models he or she wishes? Or is it based on what's actually in range of what the wound is coming from?

1 yes. all deaths in both the shooting and combat phase are added together in the battle shock phase and rolled
2 the player just takes of whatever

Player can always be a bit ambiguous. Here is an over exact wording :D
The player who controls the unit that suffers any casualties removes the slain models at their discretion.

Yep, as a rule it's the controller of the damaged unit that decides which the dead models are, and those can be models that are outside the range of the damage's source.
in the rare cases when it's the other player that can chose the models that are slain, that is explicitly cited in the description of the source of the damage.
For example, with Nagash's spell "hand of Dust", the slain model is decided by Nagash's player: this could lead to unpleasant result, as the removal of a particular model that breaks the cohesion of the unit, followed by the death of half of the unit itself.
