It's actually a military-oriented meme related to rank designations in the US military. E-3 and below refer to junior enlisted personnel (think Privates and Lance Corporals), E-4 through E-6 are junior Non-Commissioned Officers (i.e. Corporals, Sergeants, and Petty Officers), and E-7 upward are senior NCOs (i.e. Master Sergeants, Sergeant Majors, and Chief Petty Officers).

It just helps that Luke has been through that progression in his own way.
