well yeah, but you learn virtually nothing from victory by default. At least to not learn from defeat it needs to be a particularly crushing one :P

Victory tends to not make much motivation for analyzing, after all you've already achieved your goal. Failure forces you to analyze as you didn't succeed at your goal and need to figure out an alternative. Which is what the proverb is going on about I suppose.
