AoS Lords of space and time whit out an slann?

I have bin trying to find the answer to this fore a while now but I keep getting mixed responses.

This is an quick question but i have not found the answer to this any where.
The question is do I need an Slann to use "Lords of Space and Time".
Also side question is this ability considered an spell?

Please help an new player out I feel lost here.

Also complete noob here I could not find age of sigmar as an option to prefix so I selected 9th Age.

As for your questions:
- No you do not need a Slann, only Seraphon allegiance. But you need a Slann if you want to use it twice in a round.
- Also no, it is not a spell

That's because you have posted in the "fantasy" subforum, which is dedicated to Warhammer-not-Age of Sigmar.

You can find the dedicated Age of Sigmar subforum by going in the main page, it's the fourth "block"
