I think you have to do some corrections on the white parts of the shield. The blue has such a high contrast to the white that errors become very visible. Especially on the dude in the second row right side.
Be careful not to spill over into the blue though.

The weapons look good. On the base you might want to stick some more flock on them except your customer doesn't like that, to make them look less flat. The stones on them are a good start though.

approximately a third of the way there all things considered

That seems fair and reasonable.
Generally speaking I feel fair is best.

Local customers, we meet, talk about project. Once terms agreed upon, I take possession of Miniatures and paint for CoD.

Non local customers, we agree upon price and project. They ship me the Miniatures. Before I begin, half payment due. After finished models are certified by the client to be to this satisfaction, 2nd half plus shipping back is sent to me, and I ship the Miniatures.

I'm curious as to what it costs and how you band your price structure for your clients, I keep thinking about commissions.

Well, commission painting is not the main focus of my business. Therefore I am not trying to compete with the big commission painting studios. As in all things, I base my prices off being fair to the customer, size of the model, detail, if I need to buy new paint to make the clients vision happen, etc.
