It also depends how you position, buff and equip your Troops or rather match and adjust to each other. Models don't have to stand together (but it gives them advantages), but can be positioned freely. They count on the many possibilities to creativley rejuvinate the tabletop community, also in exchanging experiences for different builds and tactics. On the quiet they hope that certain builds will be playtested, what induces selling more miniatures to creative hobbyists. Through again and again releasing new units and models they plan to take away stagnation and everything is in a steady state of flux. Future editions are not on the table anymore, they could expand AOS as a "liquid system" at their hearts content, like a collecting card game.
