AoS Summoning (Starmasters, Kroak and EoTG)

When summoning a unit with a Slann or the EoTG, do I have to have extra points or can I get it for free? Does this also apply to summons such as the 12 on a Screaming Bell for a Verminlord? Basically what is the difference between "summon," "you may set up," "reinforce," and "is called forth?"

Just to make sure we are on the same page:
Is the question really about The 9th Age or did you mix it up with Age of Sigmar?

If it is AoS:
You have to pay the points (in matched play that is. There are no points otherwise).

I didn't know what the prefix was so I just selected the first option. I did not see AoS on the list. I probably didn't scroll down. Yes it is about AoS and thank you.
